One budget is not adequate to comment on whether it would be possible to achieve MDGs. The MDGs should be divided into two groups: off – track and on- track. There is no realisation of on-track and off-track MDG goals. Off track targets should be emphasized, like child mal-nutrition and maternal mortality. In some cases, PRSP course has been taken into cognition. However, quality of the ADP is important, not just only the size. The detail of ADP should be looked into cognizance. I have seen the list of ADP projects. There is no fundamental change in this regard. The traditional approach prevails. Project selection remains weak; there is a trend of adapting last year’s projects. Saifur Rahman also confesses this limitation in place of his budget speech. Although 10 ministries have been taken under the mid –term budget framework, there is lack of capacity to utilise this opportunity within these ministries. The good part is institutional process has been started; improvement in project selection will take time. May be in future we will the reflection of PRSP in the budget through appropriate budget allocation.
